Full Details of Budget Request for 2004-2005
A. Concise Statement of Purpose:
The Carleton Conservative Union is a student run organization dedicated to expanding the reach and scope of conservative ideas at Carleton. We stand for limited government, equality of rights, personal responsibility, free markets, and individual liberty. We bring conservative speakers to campus and publish the Carleton Observer, a non-partisan newspaper of social and political commentary. The Observer welcomes articles and letters from all viewpoints, and seeks to promote a diversity of keen and insightful thought at Carleton.
B. 2003-2004 Activities
The CCU has made great strides this year. For the past two years, the organization was not very active. This was partially a result of the great success in previous years in bringing big name conservative speakers to campus such as Ann Coulter and William F. Buckely Jr.
During fall term we renewed publication of the Carleton Observer, a non-partisan newspaper of political and social commentary. We published two issues fall term, one issue winter term, and plan to publish three this term. The Observer has been of high quality and is well-received on campus.
During winter term we successfully brought David Horowitz to campus to speak. The event was a great success as attendance was high and discussion on Horowitz and his message continued for several weeks. We also made use of Third Center Funds to strengthen our relationship with Professor Cooper, one of our advisors.
This term we are bringing Reginald Jones to speak. We have had the opportunity to strengthen ties with conservative organizations in Minnesota through continued cooperation with the Center for the American Experiment and his e-pluribus project. The project funded our attendance at a formal dinner with keynote speaker John Major, the 50th Prime Minister of Great Britain.
There have been a few disappointments this year. We did not update our website (it hasn't been changed for several years) and we continue to struggle with meeting attendance. However, even those who do not regularly attend meetings participate in CCU events and write for the Observer. Overall, the CCU has made great strides this year.
C. 2004-2005 Plans
Mark with a * those activities that are new and / or different.
We intend to continue publication of the Carleton Observer. We intend to publish three issues a term, with each being eight to twelve pages. *We would like to alter the format of the Observer, printing it on higher quality paper in magazine form.
We plan to continue to bring high-quality conservative speakers to campus. It is our goal to bring at least two speakers a term, one of which has moderate to high name recognition.
*We plan to explore the option of establishing a library of conservative books and magazines on campus. Ideally, we would like a conservative reading room in the library. If practical we could work with other groups on campus to create a general collection of classic political works as part of the reading room. Since we do not have concrete plans and approval at this time, we will request funds as part of the special allocations process at a later time. With such funds we would purchase relevant books and magazines with which to adorn the hallowed walls of the Carleton College Conservative Reading Room at the Libe (CCCRRatL, pronounced "cradle," because this place needs more acronyms).
*We are going to take an active role in educating and mobilizing the student body for the election next fall. We are planning to work with other groups on campus as part of the AWESOME coalition. Events we would like to see include: voter registration drives, transportation to the polls for both the primary and general election, tabling in Sayles with candidate information, debates between candidates for local, state, and national office on campus, and opportunities for students to meet candidates for lesser-known local offices (judges, city councilors, etc.).
*We would like to begin holding a "Conservative Movie Night." We would rent and show classic American and Conservative films that celebrate our history, heritage, and conservative ideals.
*We intend to plan a day-long visit to St. Paul to meet with the legislators from Northfield and the Governor.
*We will aggressively recruit new members. Our plans include improved advertising, a better table at the activities fair, an improved website, and holding a CCU barbeque during fall term. At the barbeque, interested students could socialize with CCU officers and members and help organize the year's activities.
D. Priorities
1. Funding to continue publication of and to improve the Carleton Observer.
2. Funding for transportation during the day-long visit to St. Paul and to bring speakers to campus.
3. Funding for our efforts to recruit new members including advertising and the barbeque.
4. Funding for "Conservative Movie Night."
5. Establishment of the CCCRRatl.
Note: These priorities do not reflect our overall priorities. It is our second priority overall to establish the conservative library and our first to educate and mobilize voters for the election in the fall. They are not included since the library is in the preliminary stages of planning and the election-related events would be funded through a request from AWESOME.
Budget request for 2004-2005:
Postage: $50 - Postage to send thank you notes to speakers and sponsoring organizations such as the Young America's Foundation. Postage for correspondence inviting speakers to campus and for corresponding with elected officials. We would also like to be able to mail copies of the Observer to alumni, trustees, parents, and other various individuals who would like to receive a copy. We estimate that if we advertise this possibility, it will generate a considerable response.

Printing Copying: $1050 -Funding for publication of the Carleton Observer at a cost of $350 per term. We plan to publish two issues a term and print 500 copies of each issue. The average length of an issue is 8-12 pages. Last year we used $250 per term to publish two issues per term at a length of 12 pages each. However, we would like to request $1,050 for Observer publication in 2004-05. This will allow us to upgrade the format, print it on magazine-stock paper, and also to publish more issues, increasing total publication to three issues per term.

Note: Honoraria will be requested during special allocations.
Programs: $230 - $150 to pay for a recruiting barbeque to be held fall term. The event will be open to the entire campus with the purpose of getting to know the officers and members of the CCU as well as introducing new students to our presence and mission on campus.
$30 to fund rental of movies for "Conservative Movie Night" to be held twice per term.
$50 for the Activities Fair during fall term:
1) $10 for the purchase of eye-grabbing candy
2) $20 to print brochures
3) $20 to buy a large and permanent banner made of durable material bearing the CCU seal. This item will find many uses as the years go by.

Transportation: $338 - 82 miles round trip from Northfield to MN State Capital. Cost of college van is $0.46/mile. Total cost comes to $37.72. Also requesting $300 to transport visiting speakers to and from the Minneapolis/St. Paul International Airport or nearby hotels.

Advertising: $100 - Funds to publicize speakers and events on campus with posters and other related paraphernalia.

Other: $99 - $50 to enable the CCU to provide refreshments at meetings throughout the year. We feel that this would provide an incentive for attendance and would facilitate social interaction.
We would also like to begin building a conservative reading collection. We request $49 to subscribe to the American Spectator. Gould library currently does not carry this title.

Budget Committee Comments:
Budget Committee voted to keep CCU's budget at $1095. The barbeque and supplies for the activities fair did not seem essential to the purpose of the club in order to operate next year.
